If you enter Camp of Mutants without fighting, then you can go all the way to supermutants Boss, kill him and take it. If you attack him, then you'll have to fight only with him and that one supermutant in the workshop, the rest will not act.

I don't think so, it's game mechanism, only enemies in certain range from you will engage in battle.

Yeah, they're too far away to notice. But they'll be hostile towards you if they see you after that.

The only way to obtain Plasma Cannon is to kill Dernus.

Cool. I guess this is to allow you to launch a stealthy attack on your enemies, commando style.
