Can i kill all mutant hunters?

I'm trying to kill all mutant hunters. I've killed all guys in the base, and all the guardians in the city, but when i came back again, there are new ones.
Is it possible to kill them all?

It isn't possible. But just by killing their leader, Sebastian, you'll send the Hunters in disarray in the end.
